(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。
(4）购买国货政策：本项目不接受进口产品。

(b)Qualification requirements to be met to implement government procurement policies: (1) Measures on reserved quotas shall be implemented to raise the proportion of small and medium-sized enterprises (SMEs) in government procurement and boost the development of SMEs. This project is exclusively open to SMEs for procurement. No price discount preferences will be granted to products from SMEs during the evaluation process.(2) Prison enterprises and welfare entities for the disabled shall be supported and deemed as micro, small and medium-sized enterprises.(3) Policy on priority procurement of energy-saving and eco-friendly products: Where technical parameters, services and other indicators are identical, products listed in the catalogues of energy-saving and eco-friendly products issued by the Ministry of Finance in Circular Caiku〔2019〕No.18 and Circular Caiku〔2019〕No.19 shall be purchased on a priority basis. Products marked with "★" in the energy-saving product catalogue shall be subject to mandatory procurement. Suppliers shall provide valid certification documents

(c)本项目的特定资格要求：（1）未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单[以提交响应文件截止之日前三年内的信用记录为准］。（2）园林绿化施工企业须配备与工程规模相适应的施工现场管理机构人员。本项目的施工现场项目管理机构拟派人员要求：最低应为5人(含)以上，且需包含园林项目负责人（园林专业中级及以上职称）、安全员、质量员、材料员、中级园林绿化工(班组负责人)各1名；（3）项目负责人须具有园林专业中级及以上职称，且无在建项目。
（4）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动。为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动。

(c)Specific qualification requirements for this program: (1) Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonest acts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.****.gov.cn). [Credit records for the three years prior to the deadline for submitting response documents shall be adopted as the standard.](2) Landscape greening construction enterprises shall deploy on-site management personnel matching the project scale. Requirements for proposed staff of the on-site project management team of this project: a minimum of 5 persons, including one landscape project manager (with intermediate or higher professional title in landscape architecture), one safety officer, one quality inspector, one material supervisor and one intermediate landscape greening worker (team leader).(3) The project manager shall hold an intermediate or higher professional ti
