Brief Specification Description: To address the issue of noise disturbance caused by large trees in old residential communities, approximately 3,600 trees that disturb residents were pruned in 24 old communities, including Haifang, Lingyi, and Lingsi in Yangjing Subdistrict. (For specific quantities and requirements, please refer to the detailed work breakdown and drawings.)

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业均不执行价格折扣优惠。 （2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。

说明：
1）上述人员配备要求系最低配备要求；对于施工技术复杂的项目，供应商可根据项目情况，在以上人员配备要求基础上适当增加技术管理人员、施工员等人数；
2）*岗位不得同时兼任两个及以上项目,须具有上海市园林绿化工程从业人员项目负责人电子信息卡，且无在建项目记录；
3）本竞争性磋商文件所涉及的园林专业是指：园林（园林规划设计、园林植物、风景园林、园林绿化、绿化林业等）、园艺、城市规划、景观、植物（含植保、森保等）、环境艺术、风景旅游等专业；
（4）业绩要求：无；
（5）其他要求：无。
