〔2019〕19 号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以
“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期
之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。

(b)Qualification requirements to be met to implement government procurement policies: 1) Implement the reserved share measures, increase the share of small and medium-sized enterprises in government procurement, and support the development of small and medium-sized enterprises: This project is specifically targeted at small and medium-sized enterprises for procurement. (c)本项目的特定资格要求：1）人员配备要求：包含园林项目负责人（园林专业中级职称）、安全员、质量员、材料员各1名、中级园林绿化工1人（班组负责人），必须为园林绿化施工单位人员。2）岗位不得同时兼任两个及以上项目,须具有上海市园林绿化工程从业人员项目负责人电子信息卡，且无在建项目记录；

(c)Specific qualification requirements for this program: Personnel allocation requirements: It includes one project manager for landscaping (with an intermediate professional title in landscaping), one safety officer, one quality control officer, one material officer, and one intermediate-level landscaping worker (team leader), all of whom must be personnel from landscaping construction units. 2) The position cannot concurrently hold two or more projects. One must have an electronic information card for project leaders of Shanghai's landscaping Engineering Practitioners and no record of ongoing projects.
