(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）项目执行《政府采购促进中小企业发展管理办法》的通知（财库〔2020〕46号）及《关于进一步加大政府采购支持中小企业力度》的通知（财库〔2022〕19号）；（2）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠；（3）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（4）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；（5）按照《中小企业划分标准规定》（工信部联企业[2011]300号），本项目中小企业所属的行业为建筑业。

(b)Qualification requirements to be met to implement government procurement policies: The project implements the Notice of the Measures for the Administration of Government Procurement to Promote the Development of Small and Medium-sized Enterprises (Caiku [2020] No. 46) and the Notice on Further Increasing Government Procurement Support for Small and Medium-sized Enterprises (Caiku [2022] No. 19);Implement measures to reserve shares, increase the share of small and medium-sized enterprises in government procurement, and support SME policies: this project is specifically procured from small and medium-sized enterprises, and SME products will not be given price discount preferences during evaluation;Support prison enterprises and welfare units for disabled persons, treating them as small enterprises;Priority procurement of energy-saving and environmentally friendly products....(For more details, please refer to the Chinese announcement.)

(c)本项目的特定资格要求：3、要求具备市政公用工程施工总承包三级及其以上资质；4、具有有效的安全生产许可证；5、项目经理具有市政公用工程二级建造师及其以上资格，并具有有效的安全生产考核证书，且不得在其他项目担任项目负责人；6、本项目专门面向中小企业采购；7、本项目不允许转包。

(c)Specific qualification requirements for this program: Have a Grade III or above general contracting qualification for municipal public works construction;Hold a valid safety production permit;
The project manager shall have a Grade II or above construction engineer qualification in municipal public works, hold a valid safety production assessment certificate, and shall not serve as project leader in other projects;
This project is specifically procured from small and medium-sized enterprises;
Subcontracting is not permitted.
