Brief Specification Description: Agency construction management for the Dongsi Zaogang (Huangsha Port-Zhuoxiu Road) river regulation project financial investment, mainly providing management agency services from the approval of the project proposal to the completion and handover of the project. This includes organizing project construction optimization design, handling project construction design management, schedule management, quality management, investment control, and project coordination, etc. (For detailed content, see Chapter 4 of the consultation documents for procurement requirements)

(b)落实政府采购政策需满足的资格要求：本次招标若符合政府强制采购节能产品、鼓励环保产品、扶持福利企业、促进残疾人就业、支持中小微企业、支持监狱和戒毒企业等政策，将落实相关政策。
(b)Qualification requirements to be met to implement government procurement policies: If this tender meets government policies like mandatory energy-saving products, encouraging eco-friendly products, supporting welfare enterprises, promoting employment for people with disabilities, backing small and micro businesses, and supporting prison and rehabilitation enterprises, the relevant policies will be applied.
(c)本项目的特定资格要求：1）单位负责人为同一人或者存在直接控股、管理关系的不同投标人，不得参加同一合同项下的政府采购活动；2）具有工程咨询资信、工程设计资格、工程监理资格之一；
3）具有相应的建设管理组织机构和项目管理能力；
4）具有良好的工程项目管理业绩；
5）具有与工程建设要求相适应的技术、造价、财务和管理等方面的专业人员；
6）本项目面向大、中、小、微型等各类供应商采购；
7）本项目不允许接受联合体响应。
(c)Specific qualification requirements for this program: 1) If the same person is in charge of multiple bidders, or if there's a direct control or management relationship between different bidders, they can't participate in the same government procurement contract; 2) Must have at least one of the following: engineering consulting credit, engineering design qualification, or engineering supervision qualification; 3) Should have suitable construction management organization and project management skills; 4) Needs to have a solid track record in project management; 5) Should have professionals in technical, cost, finance, and management areas that meet construction requirements; 6) This project is open to all types of suppliers, big, medium, small, and micro; 7) Joint responses are not allowed for this project.
